Inbound Conference

The room a call and the colleague joining it both land in.

⛔NOT SIGNATURE-GATED THE USUAL WAY AND THAT IS DELIBERATE: this is fetched for the OUTBOUND leg too, which Plivo signs against a different URL than the inbound webhooks. The room name carries a call uuid we generated and nothing else -- joining it early gets you a conference with nobody in it.

⛔AND THE COLLEAGUE'S LEG RECORDS ITSELF HERE (ISS-1239). handoff. bring_colleague_in writes an outbound row for that leg and this is its answer URL, so it is a real conversation on the desk's ticket that nothing ever asked Plivo to record: a_call_that_should_have_been_ recorded counted every one. Only a leg whose row nobody has asked about is recorded; the call being moved in already was, and a leg with no row of ours (a softphone dial's customer) has nowhere for audio to land. Asked once the XML is out, never inside it (ISS-1031, _record_once_it_is_up).

⛔THE ROOM IS OPEN, THE ROW IS NOT. Finding the leg's row renames it off its request uuid, which is a write, so that half runs only for a request Plivo signed. An unsigned one still gets the room, exactly as before.
