Spam Tickets

The hidden spam queue's own deliberate surface (Frederick, 2026-07-30: "hidden ... but still reachable somewhere deliberate, so a false positive can be found and recovered"). Every OTHER ticket-listing route in this module excludes is_spam unconditionally; this is the one place that shows it, scoped to the caller's own kind grants like every other list here.

Registered BEFORE /tickets/{ticket_id} for the same routing reason /tickets/owners, /tickets/counts and /tickets/assignable-colleagues are above -- "spam" would otherwise parse as a ticket_id.
