Open Email Ticket For This Customer
Email the customer whose PHONE ticket this is: start a NEW EMAIL TICKET for them, put the typed email on it, and send it from there.
Frederick, 2026-10-07, issue #2002: "Email always to email. And then you can only make an outbound physical voice call to a phone ticket. Let's just keep it simple. Separated. And that keeps it clean." and "We should not allow anyone to send in email from a voice callback. They should have to that should just create basically a new email ticket." The lead's reflection, confirmed with "yes": "On a phone ticket, emailing the customer starts a new email ticket; the email and any reply live there, never on the phone ticket." The phone ticket is not touched.
REPLACES the 2026-09-22 route of the same path (ISS-831), which created an EMPTY email ticket and sent the person to its composer. The reason it exists survives unchanged and is why authority comes from the SOURCE ticket: #1873 removed the composer from phone tickets, and a person can hold a phone ticket with NEITHER pool grant, by assignment (Frederick, 2026-08-09: "anybody in the company can be a customer service agent ... if that ticket is assigned to them"). _require_kind_grant_or_assignee below is that rule; widening POST /tickets instead would let somebody holding ONE ticket open correspondence with anybody in that kind. The new ticket is assigned to the caller, or an assignee-only agent would be sent to a ticket they cannot read.
200 carries sent. False means the new ticket and the typed words exist as a draft and problem says why -- the person is taken there to fix it, and nothing is reported as sent that was not.
⛔delivery_unconfirmed (third review of PR #4213, SHOULD 2): True means the provider's answer is unknown and the email MAY have gone. sent is False and problem says delivery could not be confirmed and to check the new email ticket before sending again; the screen must not say "not sent". replayed is True when this answer is the one an earlier press of the same idempotency_key produced (SHOULD 1): nothing new was made.
