Open Phone Ticket For This Customer
Call the customer whose EMAIL ticket this is: start a NEW PHONE TICKET for them with the number the person picked from the customer's contact record, from which the call is placed.
Frederick, 2026-10-07, issue #2002: "Email always to email. And then you can only make an outbound physical voice call to a phone ticket." The lead's reflection, confirmed with "yes": "On an email ticket, calling the customer starts a new phone ticket; the call lives there, never on the email ticket." And, asked "should a number on the customer's contact record be enough for an agent to call them from a new phone ticket?": "Yes. The number on a customer's contact record should be enough."
RESTORED 2026-10-07 after the route of the same path was unregistered in the review of #4213 (the ticket it started could be neither dialled from nor closed). It can be now: the picked number is recorded as CS-21b evidence (customer_dial.RULE_CONTACT_RECORD) and a ticket nobody dials from can be ended (POST /tickets/{id}/end-without-a-call).
Authority comes from the SOURCE ticket (_require_kind_grant_or_assignee), and the new ticket is assigned to the caller. This starts the ticket and does not dial: the call is placed from the new ticket by the ordinary paths, which keep their own rules (customer_dial, the calling hours, the certification gate). 409 with the server's sentence when nothing was created: more than one or no contact, no number on the record, a number that is not on it, a phone ticket already open from this one.
