Get Directive

The Rooster header card's directive line (module doc: "Rooster header card + the supervisor's directive"). Computed live on every request (unlike Today's once-a-day persisted line, module doc has no "generate once daily" rule for this one, and the underlying counts are minute-to-minute) — see directive_adapter.py for the live/stub composer.

If the model is unavailable (credit exhaustion, timeout, network error), degrades to the deterministic StubDirectiveAdapter composed over the SAME gathered context rather than 502ing the whole CS supervisor room -- nothing here is persisted either way, so there is no caching hazard to guard against (unlike Today's direction line).
