Send Edited Draft

Send the human's OWN version of Rooster's draft.

message_id is the AGENT's draft. The edited text is appended as a new human-authored message and sent (ticket_messages is append-only, so the agent's original is never rewritten), and the agent's draft is disposed 'edited' with a unified diff -- or 'approved' if the human changed nothing after all. That diff is what teaches the skill; see service.send_edited_draft. A person's own unsent draft (the thread row's Edit, ISS-570) is edited and sent the same way, with no disposition.
