Update Ticket Requester

Edit the name/email/phone this ticket has on file for the person who wrote in (ISS-115). Gated exactly like every other write on a ticket (_require_kind_grant_or_assignee) -- correcting a customer's address is desk work, not an admin action, so it needs no grant beyond the one that already lets this principal work this ticket.

See service.update_ticket_requester for what it writes (the ticket's own three columns, never Marc's app) and what it refuses.
