Failed Ingestion Noise Count

How many abandoned dead letters _dead_letter_is_expected_noise suppressed rather than filing as an issue (Frederick, 2026-08-11: noise "must not" become an issue, but it must be "counted, and the count visible somewhere"). Same audience/gate as GET /department-overview -- this is an ops-health number, not a queue anyone works.
