Assign Ticket Owner

Pick a different owner from the desk (Frederick, 2026-07-30). Unlike every auto-assign path in service.py, this ALWAYS overwrites the current assignee -- an explicit human choice, not an accountability side effect of some other action -- and 422s (AssigneeMustBeHuman) rather than silently no-opping if the target is not a real, active, human principal.
