Recover Spam

Undo mark_spam as one coherent action: lift the suppression, un-hide the ticket, reopen it. See service.recover_spam_ticket's own docstring for why this is the one reopen left (an undo of a mistaken spam flag, cause=CORRECTION; the ticket was never Solved) and why it has no window.
