Agent Not Interested

Rooster closes mail he judges to be marketing, and gets graded on it.

Frederick, 2026-07-28: "He should. And a human looks at it like we do everything else, and then that adds to his 95% rating if he gets it right."

The ticket closes here. The sender does NOT get blocked here -- the rule is written 'pending' and enforces nothing until a human confirms it (Frederick, 2026-08-10: "Rooster can suggest something should be spam, and a human can agree with it"). The suppression object in the response says which, via review_state.

Refusals come back as 422 with the reason in plain words, because the reader is an agent deciding what to do next: 422 says "this answer will not change, stop and leave it for a human", where a 5xx would say "retry".
