Discard Agent Draft

A human would not send any version of this draft. Records 'rejected' -- or, when body.fabricated is true, the heavier 'fabricated' outcome -- against the skill: the strongest negative signal Rooster can get, and one that used to never leave the browser -- AND flips the row to state='discarded', so it stops blocking Rooster from drafting again on this ticket (see service.discard_agent_draft's docstring).
