Propose Refinement
Rooster PROPOSES a change to himself. Nothing is applied here.
Frederick, 2026-08-13: "He can propose a change and an improvement. And then after I get comfortable with his improvement suggestions... it could be autonomous."
This endpoint used to apply the change directly. It proposes instead, because a proposal satisfies "no change that's unprevertable should be done" outright -- nothing to revert if nothing was changed -- and because it is what earns the evidence that decides when the gate can come off.
The before-rate is measured HERE rather than accepted from the caller: a worker reporting its own baseline could report a flattering one, and the ledger is worthless if the comparison cannot be trusted. When the proposal names a vertical, the baseline is that vertical's own rate -- the judge later measures the after-rate over the same slice, so the comparison stays like-with-like in both dimensions.
