Write the reply they agreed on into the ticket's normal reply box.

The human can then do as normal, edit it, and then hit send." Rooster must not reach this on his own initiative at the end of a research turn -- the point of the room is that the human decides what is said.

It lands as an ordinary state='draft' agent message, so it appears in the composer the account manager already uses, editable and unsent. This endpoint sends nothing.
