Claim Draft Review
Claim-first per pull request head sha (2026-09-28, docs/01_decisions/rulings/2026-09-28-go-twice-as-fast.md): the drain's draft-review pass calls this BEFORE spending a claude -p call, and reviews the pull request only when claimed comes back true. Reused permission dependency (DIRECTION_WRITE), same as the neighboring /issues/claim-for-build above -- both are the same machine principal (rooster-pipeline@pigeon.ly) doing autonomous drain work, never a person.
