Merged Unproven Issues

Fixes already merged to main that nobody has yet proven reached staging -- what tools/rooster_worker/drain.py's verify_merged_pass polls every drain pass, oldest first, and retries with ONLY its deploy machinery (no model, no build seat). See issues_service.list_merged_unproven/record_verify_failed for the self-repair contract this feeds.
