Get Cs Ticket Context

One-call read bundle for an autonomous agent (a Goose recipe driving Rooster's brain over MCP, see tools/rooster_mcp/) to read a ticket ITSELF, in place of this module calling the model provider server-side. Gated on the SAME rooster:cs:draft grant as draft_cs_reply above -- no new function key for the agent's own read of a ticket it already has permission to draft for.
