Record Issue Build Question

The builder needs one thing from a person before it can continue.

NOT a failure, and deliberately does not burn an attempt: a builder blocked on "which back button did you press" has not failed at anything. The issue leaves the queue until somebody answers, so the drain moves on to the next one rather than stalling.
