Record Reporter Rejected Fix

The reporter told Rooster, in the conversation, that the fix on staging does not work.

ISS-374. The "No, still broken" button on the issue page already requeues (#965); this is the same answer arriving in the other place reporters actually say it -- the "Answer Rooster" box on that same page. Without it a filed conversation is talk-only by construction, so every "it's not fixed" produced another sentence and moved nothing.

Rooster's own turn decides THAT a reply is a rejection -- that is judgment about a person's words and belongs to the agent. What the rejection DOES is issues_service.record_reporter_rejected_fix, which is the button's own path, so the two can never mean different things.
