Return dead builds to the queue; hand over the ones that keep dying.

Called by the drain loop on every pass. A build that claimed an issue and vanished otherwise leaves it reading "being built now" forever -- which is exactly how ISS-20 and ISS-22 came to sit unreachable, looking like work in progress.
