The 24-business-hour live-ops window (live_ops.read_live_ops_window), wired to a live route for the first time (W4) -- "so Rooster keeps Friday's context on Monday" (live_ops.py's own docstring): recent ticket activity plus notable outbox events, full-tenant (no org narrowing -- this principal's own internal scope, live_ops.for_principal).

Degrade-safe by construction: a non-internal scope or no matching activity returns a well-formed EMPTY window (still carrying accurate window_start/window_end bounds) rather than raise -- see read_live_ops_window's own docstring.
