Get Clock

The current time, read fresh off Postgres on every call -- never this process's clock (app/platform/clock.py's module docstring explains why: the same process-vs-Postgres skew this codebase has already lost rows to). Carries the business timezone (settings.escalation_tz) alongside the absolute UTC timestamp so Rooster can speak to a Pacific-time team without doing zone conversion himself.
