German statistics table preflight by GENESIS code

Dimensions, measures and the published coverage window for one GENESIS table, from metadata/table. This is the cheap call before /destatis/table/{code}. It names every variable, its cardinality when GENESIS states one, and the years the table actually covers, so a caller can see that 71141-0001 ends in 2011 without an empty fetch. Measure unit is null: metadata/table does not publish one. The Status 98 size gate cannot be predicted from this Structure. Reserved class: it waits for the shared GENESIS slot. Busy is 429, not last-good: 3,026 codes would evict the curated copies from the shared 64-entry store. A cache hit is free.
