Queue a Destatis extraction that is too large for a direct request
Changed onReceipt for a GENESIS table extraction. A slice GENESIS refuses with Status 98 is submitted as job=true and collected later at GET /destatis/extractions/{id}. job=true is sent only after that size gate (or when this instance already cached it for the exact code, window and contents); a slice that would have succeeded synchronously is not queued as a vendor job. Vendor job ids are not published. Long-tail admission: wait 0 s, 429 when the lane is busy. Requires DESTATIS_USERNAME and DESTATIS_PASSWORD: the API token cannot call job=true (vendor Status 12). If GENESIS refuses to queue the slice (Status 99), the answer is 400 with a contents/classifying hint, not 502.
