Read terminal occurrence volume by day
Legacy terminal-occurrence volume by UTC day from the authoritative scheduling model. This is an operational outcome aggregate retained for compatibility; it is not the PAYG invoice meter. Billing is per logical delivery attempt, including retries and redeliveries, and is exposed exactly by billing.summary and billing.ledger. Days with no terminal occurrence are absent rather than zero, and the window states which days the answer covers. from and to are snapped outward to UTC midnight, so an answer always covers whole days.
