Mark a signing-key server update done

Records that a person has updated their server to accept the next signing key during the active overlap. This only marks the reminder done: it does not retire either key, shorten the overlap, or change which key signs new deliveries. Send If-Match with the version the endpoint was read at so an acknowledgement cannot be applied to a different rotation.
