Read billing notification settings

Reads the low-credit threshold in effect and the optional-email choice. Unless a threshold was chosen, it is one fifth of the organization's most recent credit purchase or grant, rounded down to a whole cent, and zero before any credit was granted. Critical email remains mandatory for owners and active billing-role members; addresses and contact management are absent.
