Read rolling delivery timing

Reads the verified principal's project timing cohort over the authoritative rolling 24-hour due-time window. Exact 5,000ms and 15,000ms counters include eligible work that has not fired; customer blocks, platform blocks, skipped work and missing evidence stay visible beside the verdict. Values equal to a target meet it, and a threshold with no matured population is unknown. Delivered-sample p95 and p99 lateness are separate observations, including negative early-delivery defects. These are internal operating objectives, not a contractual SLA or service-credit promise.
