Read execution funding and payments

Reads the verified principal's authoritative execution-funding position, including available and reserved credit, amount owed, recurring project fees, the current UTC month's automatic-charge ceiling and its settled, pending and remaining gross authority, and bounded payment history. Manual purchases and project subscriptions are separately authorized and never consume the automatic ceiling. Pending gross charges include applicable tax; refunds never restore monthly automatic purchasing authority. Receipt and payment links are limited to supported provider-hosted HTTPS URLs.
