Advance one pending billing policy

Advances at most one due, already-authorized desired billing-policy revision for the caller's organization into PostgreSQL, then returns the same exact desired/effective summary as billing.summary. The command never changes the desired document. A transport failure is recorded for bounded retry and remains pending. Repeating the command may advance the next queued revision, so each call requires approval.
