List test sink deliveries

Lists what the sink received, most recent first with the record identifier breaking a tie, bounded by the retained-delivery ceiling. Metadata only: the identifiers, the signing key that authenticated the delivery, how the receiver disposed of it, and what it answered. The delivered body is not in this shape.
