Update billing notification settings

Replaces the low-credit threshold and noncritical email choice at an expected revision. A null threshold returns to the default of one fifth of the most recent credit purchase or grant; an omitted threshold is left exactly as it is. Critical email stays mandatory; idempotent retries converge and agents require explicit approval.
