Mint or rotate the status webhook signing key

An admin mints the first key or replaces the current key for an already configured status webhook at an expected revision. The secret appears only in this successful response and cannot be read back. A lost response requires a fresh revision read and another rotation. Queued deliveries using the replaced signing key are suppressed. The request is not automatically replayable; stale retries are refused. The signature covers the exact emitted body bytes.
