Forecast in the transitional window shape

The same forecast in the window shape the legacy scheduler's autoscaler already parses, published under a dated version so a consumer can pin it. It exists for one migration and is expected to be withdrawn once that migration completes; forecast.read is the shape this product publishes. byTenant is the customer partition-key breakdown under its legacy name, and count is always the bucket total rather than the named subtotal.
