Confirm an exact bulk preview

Confirms the complete unexpired frozen target manifest by intent digest and explicit acknowledgment. Requires Idempotency-Key, the action's current scopes, and duplicate-effect acknowledgment for retry. Changed resources conflict; repeated identical submissions return the same job without applying work twice.
