Disable a callback endpoint

Disables an endpoint immediately. It stays readable for audit but can no longer be updated or delivered to, and schedules pointed at it deliver nothing until endpoints.enable turns it back on. Repeating the disable is idempotent and does not write a second audit event, which is why it takes no precondition — the outcome does not depend on what else has changed.
