Rename a project

Renames one project in the caller's own organization without changing its opaque identifier. Names remain unique within the organization ignoring ASCII case and surrounding or repeated whitespace. Send If-Match with the project's current version; a stale version is refused rather than silently overwriting somebody else's change. Members and administrators may rename because the change is cosmetic and reversible.
