Telnyx Voice Status

Terminal call-status callback from Telnyx.

Resolves the workspace from ?ws= when present, falling back to the voice_call_routing row written by /voice/incoming.

This does NOT own the voice_sessions terminal transition — the worker posts /call-ended (worker_posts_call_ended = True). What it adds is the carrier's own hangup_cause, which is the only source for busy / no_answer outcomes the worker cannot distinguish.
