Connect

Front-door for a NEW Android voice connection: ensure the (workspace, app) android_voice channel_account exists (create-if-absent) and record which app the device runs, then return the account id. A workspace can hold several — one device per app (WhatsApp, LINE, …). The client opens the login console next (login/start -> provision device -> log the app in). Unlike login/start this needs no id — it mints the account so the very first connect has something to log in.
