List Tasks

List tasks across ALL accounts (and the account-less eng/ops/personal tasks). Staff-only global view — every internal user sees every task (no own-only restriction; the policy call for this surface). Soft-deleted (killed) tasks are excluded. Filters compose; domain_id="none" returns only unaffiliated tasks; disposition defaults to the customer-endorsed working set ("active") — pass "all" for everything. q matches title/detail.
