Get Gtm Agent Desk

One domain's desk: config, crawl ledger, last crawl stats, importance-tier distribution, and the active Knowledge Document.

Always 200s for a real domain in this org — "this domain has no desk" is data (exists: false), not an error. Most domains have no desk row, and the panel has to render that state with the toggles inert rather than show an error page for the normal case.
