Bulk Set Task Disposition

Bulk curation sweep — the Adopt / Reject / Archive / Restore pathway for triaging proposed tasks (e.g. a batch of post-call generated suggestions).

disposition="active" adopts (lifts each task into the working set), "archived" rejects/archives, "proposed" re-files. Each task gets the same status<->disposition dual-write as the single PATCH (apply_task_disposition), applied in ONE transaction. Soft-deleted (killed) tasks are skipped. Returns how many of the requested ids were updated.
