Patch Post Call Package Message

Operator edits to the staged §C message — the TRUSTED lane: the Stage C validator re-runs as FLAGS, never strips (an operator-added recipient failing the whitelist is KEPT and listed in operator_added_recipients; unknown URLs are kept and listed; a channel toggle is honored). Only fields present in the body are applied.
