Rerun Run Route

Re-run a FAILED run — type-keyed dispatch (mirrors #285's adapter registry). Overview→corpus regen (force), block report→report blocks, routine→re-fire on the worker. Other kinds report no_adapter (422). Scoped to status="failed" (409 otherwise).
