List Post Call Packages

Post-call docs that HAVE a generated package (JSONB key-presence filter — dark-lane docs without one never appear), newest first, with the account label/owner and the compact per-stage valid/invalid summary. account_id (spine id) optionally narrows to one account — matching the doc's spine anchor, or its domain for pre-dual-write docs.
