Recapture Transfer Flow Order Endpoint

One-time re-capture (read-only vs the PBX) of flow snapshots whose same-start dispatch legs were captured before the time_answer ordering tiebreak — fixes first-answerer attribution in metrics and hop order in the flow panel for multi-answered historical calls.
