Purge Untagged Matters

Deactivate mirrored matters with no lifecycle status.

Rows without matter_status were mirrored by the legacy single-root + depth sweep (mostly a matter's own subfolders — Pleadings, Discovery). Once matter sources are configured, every legitimate matter is tagged, so untagged rows are provably stale. This clears them without waiting for a full rebuild sweep to complete.

Soft-deactivation only — rows are kept, never deleted.
