Backfill Transcript Filing Dry Run

Queue retroactive dry-run filing proposals for historical transcripts.

Never writes to Drive regardless of the customer's dry_run setting — every dispatched run is forced dry-run and lands as a 'proposed' row on the Automations tab. Sources that already have a run are skipped.
