Rescreen Automation Run

Replay a screened-out or failed filing run through the full pipeline.

A wrong relevance verdict (or a screen parse failure, which fails closed) must not be terminal: this resets the run and re-dispatches file_transcript with force_dry_run so the replay proposes, never writes. Tune the screening criteria first, then rescreen the false negatives.
