Backfill Pbx Staff Legs Endpoint

Enqueue the staff-leg RECORDING backfill for historical answered transfers: fetch the queue recording from the PBX (read-only), transcribe, and stitch onto the AI leg — presentation only, the calls' pipelines are NOT re-run (pipeline_rerun=false rows).
